   Professionals : Elinor Socholitzky

   Elinor Socholitzky has over 20 years experience working in the health care industry, including over ten years in health insurance product development and product management. Elinor managed all aspects of the provision of insurance coverage for two lines of business at Blue Cross and Blue Shield of Massachusetts, serving over 325,000 members and accounting for over $460 million in revenue. In this role Elinor directed program and product development, product management, regulatory filings for rates and benefits, regulatory compliance, marketing, member services, enrollment, and claims processing.

Elinor developed and implemented a managed prescription drug benefit for over 250,000 elders, creating Blue Cross and Blue Shield's first alternate drug benefit. She managed the competitive procurement process and contract negotiations for mail service and innovative drug cost containment and utilization review programs. Subsequently, Elinor managed the RFP process for the corporate-wide prescription drug business, valued at over $300 million, and served as the prescription drug vendor Contract Officer for all corporate lines of business.

As director of the Medicaid program at Tufts Health Plan, Elinor oversaw the development, implementation, and monitoring of health programs to achieve programmatic, contractual, and financial objectives for the Medicaid population.

Elinor's consulting work has included product development for managed care organizations, assistance with the preparation of requests for proposals for outsourcing prescription drug business, development of a guidebook for public sector contracting with hospitals, physicians, and vendors in the Republic of South Africa, and program implementation for managed care organizations. Recently, Elinor has worked on the development of major contractual relationships between a physician's group and hospital, as well as participated in the development of a comprehensive analysis of the Massachusetts managed care system for a major provider association. Elinor has also recently worked with Mr. Tringale in providing advice and counsel to the Fishing Partnership Health Plan.

Prior to her more recent experience, Elinor worked in both health planning and academic environments performing all levels of health care cost and utilization analyses.
